2014.11.1. Homepage Restructuring Continued
I am restructuring this homepage. The restructuring would continue for a long time. Instead of teaching material I will upload many useful and interesting first-hand or second-hand resource material and my own writings. My own writings include essays, reflections, views and comments, sightseeing stories, serial drafts for books, and academic papers. There will be a variety of photos, taken by myself or by others. Some of them will be written in Englsh, others will be in Korean, rarely in Chinese or Japanese for my own language learning. Your comments or corrections are welcome.
Dear fellows, I sincerely apologize that I have not added much to this homepage for a few months for personal adjustment to a new working environment. From now on I will put more efforts to restructuring this.
2014.1.31. Leaving GSIS, KU
Dear students and friends,
As of February 28 I will leave the GSIS for several reasons.
Through this space I would like to express my sincere gratitude to former students for their active participation in my classes. I learned and enjoyed a lot for the last nine years at the GSIS. I have many wonderful memories of interactions with all of you, outstanding students from all over the world. I will miss you and the campus a lot, however, I would like to concentrate on my research more from now on.
Of course, I will be ready to assist any of you who needs my assistance in the future, such as recommendations, career consulting, internship, research opportunities and so on.
I wish God bless all of you for happy and growing life, and our life would cross again someday.
2013.12.17. Important Notice for CRE 3rd Test and other Notice
- CRE LN7 is finalized. It includes the topic of hard power and soft power. Although I told that soft power is just reference in the lecture, now it is included in the coverage of the 3rd test.
- The 3rd CRE and EAE tests are taken in the regular class time on Dec. 19 (Thursday).
- EAE LN8 is also finalized.
2013.12.15. Changed Coverage of the 3rd Exam
- The CRE 3rd exam covers only CRE LN7 contents and topics; EAE 3rd exam covers only EAE LN8 contents and topics. Thus, CRE LN8 and EAE LN9 are excluded from the test.
2013.12.12. Tips for the 3rd tests
- Some slides in the Appendix part of CRE LN7 and EAE LN8 are important to thoroughly study.
- Try to understand the main characteristics of important frameworks or classifications.
- Try to understand policy implications or lessons
- Of course, there are (is) some (a) question(s) testing your memorial knowledge and some questions testing your ability to discuss an isue or issues, utlizing several points in the lecture notes or class discussions.
- You don't need to memorize all those numbers except for a few very important ones in the lecture notes. Some tables with texts may be worthwhile to memorize.
- There will be about 3 or 4 questions.
- Lecture notes will be finalized by Sunday. EAE LN8 has been revised a little.
2013.12.11. Notices
- The second tests have been graded. CRE2 ranges 53-32 except for a very lowest one. EAE2 ranges 55-28 except for the lowest one.
- For the 3rd exam, CRE LN7 and EAE LN8 are relatively more important than the last lectures to come.
- These last LNs will be uploaded eary tomorrow morning.
- The final test will have three (or four) problems.

2013.11.30. Notice
- Some students do not read or check my Hompage announcements carefully. Because this system is necessary for comunications that supplement class limitations, you should follow up with anouncements.
- Another tip for ERE: Yesterday the Korean government announced that it will seriously examine the conditions and net benefits of joinng TPP after a long time of prudent response (with no answer) to the requests of Korea's joining by US.
- After the next class (the 2nd test day) we may have class photo session for our memory, if the weather is fine.
2013.11.27. Important Announcement
- Although CRE LN4 topics are important, they are excluded from the 2nd test coverage to reduce the burden of the test. However, HW reading paper and the supplement paper ("Africa Emerging"="Sub-Sahara Africa" by the Deutsche Bank) are included.
- This is not unfair to the EAE students, because EAE LN5 and LN6 are the same as one LN in terms of issues and quantity, compared to a CRE LN. The HW reading paper also included in the test.
- All LNs are now finalized.
2013.11.27. About Overdue Homework
- Some students said they thought the HW overdue is by 9 pm today, because it was the last time deadline. (HW2 deadline is 1 pm today.)
- It seems that these students do not read announcement carefully. I am not happy with this kind of negligence. They shouldn't do this way.
- Although these students should get -3 points as the penalty, if you submit it by 9 pm and writing is good, you will get only -1 point penaly.
- Your file title should include the course name and your name.
- I will not confirm the file submission today. Only a few days later I will.
2013.11.26. Finalized LNs
- CRE LN6 and EAE LN7 are finalized. These are most important lecture notes.
- Other LNs will be finalized soon. There will not be many changes or no changes at all.

- If you do not read the HW paper thoroghly, and write your HW, the professor can catch it by reading your HW.
- If you cheat in a test, and detected, you should expect that you would be kicked out from the school.
- Don't even think of these misconducts. Keep your self esteem.
- Although above comments are the last thing a professor would like to say, I should say, because these days some students are too much stressed to think and misconduct as such.

2013.11.10. Reflection
- In our study of comparative world regional economies, we realized that without understanding geopolitics, we cannot understand regional economies well.
- I think that without understing dominant regional religions (or ideologies) and cultures, we cannot understand geopolitcs well.
- Our next regions to study are: Central Asia, Middle East and North Africa. Islam is the dominant religion in this part of the world. Many people in the world, including myself, don't know well about this great religion. Worse, many people don't have any interest in knowing the religion or even misunderstand and distort.
- I wish to encourage students in my class to have an effort and opportunities to understand at least the basics and history of Islam during the study period, although I do not teach about the religion.
- The human history is full of tragidies from misundestood religious conflicts, even at this moment.

- A new graduate school in Korea, specializing in Development Studies (in English) will start from 2014 Spring Semester and now receiving admission applications. Students can apply for the next Spring Semester or Fall Semester.

2013.11.5. Next Class Guide

2013.11.2. We Went Only a Half Day Hiking Excercise.
- Because of the weather with much heavy raining than forecast, we had to cancel the original hiking plan.
- Instead, we had a very productive and enjoyable time for the entire half day (morning), which consisted of individual stories, country stories, and discussions while having nice local foods. Some photos are below and more potos will be uploaded in the Photo Section of this Homepage later.

the entrance of the Mt. You can also purchase there hiking sticks and gloves (I prefer bring very cheap working gloves).

- This hiking is challenging, but rewarding to give you a great memory and association with each other. The automn beauty of Korean mountains is beyond description.

- For the traditional local dinner, please prepare 10,000 won. If the expenditure exceeds, I will take care, if less, the difference will be returned. (I used to support at least one third of the dinner expenditure or all in the past. However, this time there will be a great number of participants to make it impossible.)

2013.10.23. Revised LNs
- Revised CRE LN2, LN3 and EAE LN3 and LN4 are uploaded. On the evening of this Sunday they will be finalized with a few more slides or none.
- Tomorrow I will not have the video session, instead, more time will be used for the lecture and test guide.

2013.10.18. Coverage of 1st Exams and Some Tips
- CRE exam covers LN1,2,3 and the paper of HW1. LN1 is less weighted.
- EAE exam covers LN1,2,3,4 and the paper of HW1. However, LN3S and LN4S are not covered.
- Forming a study group is a good strategy. Do not memorize table numbers, but try to understand the main issues. Summary tables or flow diagrams are useful to save writing time, but you still need to explain at least the major points in the summary table or diagram.
- Find some candidate issues. Plan the structure of your writing. Start the exam preparation earlier. You cannot prpare it in one or two days.
- Previos exam samples will be shown in the next class.

- Today I will upload at least two more lecture notes in PPT. See you tomorrow, students. Enjoy this beautiful Korean Fall weather and a geat national holidy. Scholars are saying the Korean Alphabet system is the most scientific one in the world. Personally I think Korea's way is contributing to the world with soft power like this case. However, soft power should be backed up by hard power.

2013.3.6. Welcome to My Spring Semester Classes
- This semester I am teaching Economic Development and International Political Economy of Korea. I sinserely welcome those students who chose these courses.
- I found that KOICA students cannot choose Economic Development, a very useful learning, because there is a major course requirement at the same hours. This was entirely ubexpected mis-coordinated problem. I hope this kind of unnecessary problem would not happen again.
- The first class will be on March 8 (Thurs.). Lecture notes in the form of PPT are uploaded in the next section here.
Tips for the Final (3rd) Exam
On KBE LN8, 9):
- Always definitions and concepts are important
- Four Pillars and characteristic aspects of them
- How to achieve a KBE (Innovaion-based) economy
- Esp, how Korea achieved it for the whole period, stages, and role of the government and the private sector (No need to memorize too many numbers, laws, programs, etc., but need to know characteristics of each stage, major strategies and policy directions), strengths and weekness. Why Korean firms are so strong in international competition
On IPE and Future (LN 10-I, II):
- The last page (P.35?) has several interesting/important questions
- China's movement for hard power and soft power
- Don't memorize all the details of the Two Korea's mutual conflicts (We are not dealing with the two Koreas themselves, but the relation of them and East Asia)
- What are the main issues of the Six Party Talk (SPT)

2012.11.15. The Second Workshop
- We will meet at the Main Gate of KU by 3:00 pm. Leave at 3:10.

2012.11.4. Study Group and 2nd Homework
- Although I could not finish the test grading yet, I found that many students have problems in writing articles. In this class there are many first-semester students who are not familiar with the article-based test. Some students obviously prepared only weekend, which cannot digest the voluminous class material.
- I strongly recommend for some of you to form a study group to overcome this weakness.
- The 2nd homework will be assigned in the afternoon of Monday.

2012.09.22. The 1st Exam Date
- The 1st exam will be taken on October 15 (M) with a continuos class.
- There will be a review session on October 8 (M) during the class.

2012.09.22. Some Comments
- As of 2:00 p.m., so far 20 students have submitted home work papers. As long as I have the time, I confirm your sbmission with some comments (If, no need to comment, of course, without any comment)
- I found so far two HW papers had serious problems and gave warnings. Please check the reply/confirmation mail from me.
- For your sensible comments on Krugman, please refer to PP.40-42 in EAE LN2. In the table the unit is annual increase rate (of Total Factor Productivity), many countries show higher than 2% annual average increase rate out of average growth rate in GDP about 5-6% (not shown) on the average.
- Some students have the habit to use the word, "believe", but I advise you to use instead "think" or "claim". In the academic community your faith is not the concern, but your persuation or proof with a theory or empirical result is the main concern. Whether you believe something or not is your own freedom.
* EAE LN4 may be uploaded late evening, this Sunday.

2012.6.3. Schedule Ahead
- June 11 is the last class. After class, we will have a class photo session. - June 18 is the 3rd (final) exam day for both ED and CRE. The coverage is LN5 and LN6.

2012.3.14. Coming Monday's CRE Class Time will be Changed
- Because of an urgent and inevitable matter, this coming Monday's CRE class time (14:00-16:50) will be changed to be evening (18:30-21:30). 2011.11.20. Encouragement
- I almost finished the 1st exam grading. Many of you marked over 45 points. If you do a good performance in the 2nd exam, the rest of your semester for my course would be relaxed. However, there are abot 10 students who marked around 30 points. This is very dangerous. In either case, you are encouraged to review lecture notes thoroughly to have a good result in the 2nd exam, which may be harder than the 1st one.

2011.10.31. New Scedule for the Hiking
- Because of the rainy Nov 5 (Satuday) forcasted, we will have two optional hiking. You can go either of the following dates:
*Team 1 (both EAE and IPEK Class together)--This Thursday (Nov 3)
**Team 2 (both EAE and IPEK Class together)--This Saturday (Nov 5), if there is no rain, or next
Satuday (Nov 12), if there is rain on this Satuday as forecasted.
The meeting time and everything is the same as the previously announced guideline. See you at the Rear Gate at 08:20 this thursday, if you choose it. Already some students chose it.

2011.10.22. 1st Exam
- Date and Time: Oct. 31 (M.), first part of the class
- Coverage: EAE covers the contents and topics of LN2 and LN3 plus the homework and supplementary lecture notes; IPEC covers LN1-2 and LN2 and supplementary lecture notes, if any, and the homework.
- How to prepare?: Thoroughly review the materials with emphasis on flows of topics and issues. Although you don't have to memorize all numbers, you can back up or supplement your academic writing with some charts, graphs, summary tables, etc.
- Try write as much as possible within the time constraint (usually 70 or 80 minutes)
- It takes several days to review the materials.memorize important parts. If you are prepared as guided, you can get a good score.
2011.10.16. IPEK LN2 slighty revised and uploaded together with 2 more
- IPEK LN2 has been edited for some typos and re-uploaded as LN2RR. If you think to print it is nusance, you can ignore this change, because only several typos were corrected and a few words were highlighted.
- Two more PPTs are uploaded for EAE LN3.
2011.10.14. Can the homework earn any point?
No. As written in the syllabus, a negative evaluation system is applied to homeworks, attendences, and debates. That is, if you submit a homework, e.g., no additional points are given. However, if you do not, you will get a negative point such as -3, etc. A poor writing also will be penalized. If I don't remark anything on your homework, that means your homework is fine and there is no penalty.
2011.10.11. Notice for the homework
- Althogh there are two questions for the homework, you should write and submit only one page including both comments, because they are interrelated.
- e-mail submission to [email protected] by the midnight of this Saturday (Oct. 15); a hard copy on Monday
- Over due, playgerism, and no-submission will get minus 3 points from the course total.
2011.10.11. Class absence
There were several students, absented from the EAE class of October 10. If you do not submit any legitimate proof for the absence, according to the School regulation, you will lose 3 points.

2011.9.24. New Lecture Notes and Class Announcements.
- Two additional LNs (including slightly revised one) are uploaded for EAE and Two LNs with a file on the Korean Economy are uploaded for IPE.

- I sincerely apologize for the cancelling of the last class. I am still in the KU hospital, but will certainly go to teach with the doctors' permission. See all of you in the class. I miss all of you. I am in the phase of recoverying.

2011.8.22. Welcome to My Fall Classes
I sincerely welcome all students who will join my fall classes in East Asian Economy (Monday morning) and International Political Economy of Korea (Monday afternoon). Since there are several national holidays on Monday, we will not have field study trips in this semester. However, we will go a beautiful fall mountain hiking.

2011.6.10 The Final Exam
As announced, the final exam is optional. May 13 (M) and the starting time is the same as the class time. The coverage is the topics in Lecture Note (LN) 7 and 8. The format is similar to the previous tests.
2011.6.8 My Lectures in the Fall Semester
I will be teaching East Asian Economy and International Political Economy of Korea in the Fall Semester. The teaching format and the day are the same as the Spring Semester. Instead of going to Daeduk, we will visit KIEP (East Asian Economy) and KDI (Int'l Political Economy of Korea). If you want to take one of these or both, please register as early as possible, when the time comes.
2011.6.7 Who Do Not Need to Take the Final (3rd) Exam?
The graded result of the 2nd test, together with the course performance so far is now available at the GSIS Office.
If you are satisfied with it, you do not need to take the final (3rd) test, because the current grade will be your course grade.
If you want to improve, you may take the final. If the final is better than any of the 1st or 2nd test, I will choose the best two among the three test scores. Even if the 3rd test score would be lower than your expectation, at least your current grade will be secured. Thus, there is no harm to take the final. However, if you secured already the grade you wanted, it is a waste of time to take the final, unless you are a test-mania.

2011.6.3 On Finalizing the Semester

Condition: Review LN9 thoroughly. Write the following by course on the basis of your review.
ED Topic: "What is the best measure to harmonize the utilization of natural resources for
development and the protection of natural environment?"
CRE Topic: "Is there any relationship between cross-country income inequality and within-country
income inequality, why or why not? Can these inequalities be reduced as economies
grow, why or why not?"
2. The Result of the 2nd Exam
- You are asked to get your 2nd exam result from the GSIS Office from June 7 (Tue) afternoon.
Please show your student ID card to the teaching assistant there to get yours (You cannot take
other students' paper.) Your tentative course performance is summerized on the top of the 1st
page of your graded exam paper.
3. The 3rd or Final Exam
- If you are satisfied with the above tentative course perfrmance (grade), you don't need to take the
3rd (final) exam.
- Date of the 3rd (final) exam: June 13 (M), starting the same as the class time
- Coverage: LN7, LN8 (LN9 is excluded)
